    Internet Accessibility and Use of Online Health Information Resources by Doctors in Training Healthcare Institutions in Nigeria

    The Internet is a global network of networks that enables computers of all kinds to directly and transparently communicate throughout the world. It is described as a global network and an 'Information Super-highway' (Computer Hope 2010). It is defined as a world-wide broadcasting capability, a mechanism for information dissemination, and a medium for collaboration and interaction between individuals and their computers without regard to geographical location (The Internet Society 2010). The internet is indeed a major technological breakthrough of our time. The Internet is a popular source of health information for health care providers and consumers. It has been recognized by many as an important mechanism for transforming medical care. The internet affords healthcare practitioners unprecedented access to huge volume, high quality, current and relevant health care information. Among currently available technologies only the Internet has the potential to deliver universal access to up-to-date health care information (Godlee, Pakenham-Wash et al. 2004). Accurate and up-to-date information is vital to maintain quality of health care. During the past decade, many health information resources have been developed and available online for use by health care professionals. The Internet has been used by healthcare professionals to obtain and share large amounts of medical information and to monitor diseases. The knowledge of the Internet as an important health information resource for physicians have greatly improved during the past decade as a result of patterns of use and medical impact measures (Bennett, Casebeer et al. 2004 ). The Internet has enabled health care practitioners to obtain and share health information and to track and monitor diseases (Centre for Disease Control 2003). In addition, it has made it easy and possible for physicians throughout the world to collaborate, communicate, and interact with each other (Manhas 2008). The Internet has brought about flexible communication between patients and doctors by empowering patients with information. It has also revolutionized the compilation, assessment and distribution of information relating to healthcare (Slattery 2008). In the last two decades, there has been a tremendous increase in the volume of healthcare information published online. The amount of online health information available to users keep growing on daily basis than can ever be imagined ten years back. A great variety of information resources are now available and accessible online. These include among others search engines (Google, Yahoo, Alta Vista, Lycos, Mama, etc) databases (MEDLINE/PubMed, Scopus, Web of Knowledge, EMBASE, African Index Medicus), portals, gateways, digital archives, libraries and institutional repositories. Recent, reliable, quality and up-to-date healthcare information are also available in websites of academic and health institutions, professional associations, governmental and non-governmental organizations. In addition, some governmental and not-for-profit organizations such as the National Institutes of Health (NIH) and Bioline International have digital archives for free full-text articles. Also available online are medical dictionaries, encyclopedias, abstracts and indexes, bibliographies, atlases, videos and drug information sources. Many of these information resources that provide accurate and reliable health care information for medical doctors are results of increase in the pace of healthcare research (Mckibbon, Fridsma et al. 2007) Information is worthless if it is not used. Availability of information is one thing, access to and use of the available information is another (Odutola 2003). According to Dervin and Nilan, “information use” is a process whereby the user tries to make sense of discontinuous reality in a series of information use behavior (Dervin and Nilan 2003). Systems that are not utilized do not result in expected efficiency and effectiveness gains (Agarwal and Prasad 1999). Availability of eresources has changed what users actually read and use; they tend to use what is easily accessible (Renwick 2005). The use of information varies among individuals, and professionals depending on their information needs and status. An important consideration in the process of health information gathering is accessibility and use of such information.

    HINARI Usage Patterns and Trends in Nigerian Universities in Five Years (2010-2014)

    The digital divide is a global challenge. The Health Internetwork Access to Research Initiative (HINARI) is one of the most successful efforts aimed at bridging the digital divide in access to health information in developing countries. Despite the availability of this resource free of charge to not-for-profit institutions in developing countries, few studies are available that investigate its usage patterns and trend in Nigeria. Data for the study were obtained from HINARI server located in the WHO Library in Geneva. The data were the yearly log and statistics of usage of HINARI in universities in Nigeria from 2010 to 2014. The collected log data was analyzed using Microsoft Excel. Descriptive statistics including frequency counts, percentages and bar charts were used. More (68.0%) public than private (32.0%) universities in Nigeria are registered with HINARI. Of the registered institutions, (37.0%) are located in the South-West zone. A total of 201,110 user’s accessed HINARI resources in universities in the six zones across the country during the five-year period. While universities in the South-West zone recorded the highest (63.4%) users, those in the North-East had the lowest (3.1%). The highest (97,229) number of HINARI users in Nigerian universities was recorded in 2012 while the lowest figure occurred in 2014. This study shows that HINARI was used in universities in all five geo-political zones in Nigeria however, usage trends revealed a sharp decline in 2014. Further studies are recommended to determine alternative sources used by students, researchers and healthcare providers to meet their information needs.

    Influence of Internet accessibility and demographic factors on utilization of web-based health information resources by resident doctors in Nigeria

    The internet is a huge library with avalanche of information resources including healthcare information. There are numerous studies on use of electronic resources by healthcare providers including medical practitioners however, there is a dearth of information on the patterns of use of web-based health information resource by resident doctors. This study therefore investigates the influence of internet accessibility and demographic factors on utilization of web-based health information resources by resident doctors in tertiary healthcare institutions in Nigeria. Descriptive survey design was adopted for this study. The population of study consist of medical doctors undergoing residency training in 13 tertiary healthcare institutions in South-West Nigeria. The tertiary healthcare institutions are Federal Medical Centres, University Teaching Hospitals and Specialist Hospitals (Neuropsychiatric and Orthopaedic). A pretested, self-administered questionnaire was used for data collection. The Statistical Package for the Social Sciences (SPSS) was used for data analysis. Data were analyzed using descriptive statistics, Pearson Product Moment correlation and multiple regression analysis. The mean age of the respondents was 34 years and males were in the majority (69.0%). A total of 96.1% respondents had access to the Internet. E-mail (x=5.40, SD=0.91), Google ( =5.26, SD=1.38), Yahoo (2 =5.15, SD=4.44) were used weekly by the respondents. Preparation for Seminar/Grand Round presentation ( 2 =8.4, SD=1.92), research ( =7.8, SD=2.70) and communication (2 =7.6, SD=2.60) were ranked high as purposes for use of web-based information resources. There is a strong, positive and significant relationship between internet accessibility and utilization of web-based health information resources (r=0.628, p<0.05). Internet accessibility (B=0.911) and demographic variables: gender B=-2.027), designation (B=-0.343) educational qualification (B=2.4 1 1) significantly influence utilisation of web-based health information resources of the respondents. A great majority of the respondents have access to the Internet and used web-based health information resources more for academic purposes than patient care. Training is required to promote use of internet health information resources among resident doctors. The findings of this study will be useful to the management of the 13 healthcare institutions regarding provision of appropriate internet facilities that will enhance access and use of web-based health information resources by resident doctors.

    Information sourcing in an automated academic library

    Purpose - Information seeking is a fundamental human process closely related to learning and problem solving, thus the information sourcing characteristics of users of the Kenneth Dike Library, University of lbadan is examined with a view to evaluating their use of modern Information and Communication Technology (ICT) facilities provided. Use patterns, user satisfaction with (he ICT facilities, and user preference of manual and electronic facilities provided are evaluated Methodology. Descriptive survey research to appraise the adequacy of modern ICT in the library was carried out. Questionnaire, interview and participatory observation methods were used Findings - The results show that majority of the users (81%) prefer the new ICT facilities to the manual, even though they encounter difficulties in use. Lack of constant power supply, limited access to online resources, lack of adequate user and staff training and non-creation of awareness for the ICT facilities is identified as some of the problems. The CD-ROM and the Internet are the most frequently consulted ICT facilities, while many called for enhancement and updating of the book/journal collection. Originality/value - The research brings to the fore types of ICT needed and sourced for by users, and the need for information providers and users to adapt to the changes. Challenges facing the library in information provision (IS well as the prospects are discussed, and recommendations made for future improvement and continuous evaluation.

    The roles of librarians in copyright protection in Nigeria

    This paper gives an overview of copyright issues in Nigeria with an emphasis on the librarians who are the custodians of most intellectual property. The paper dwells much on the librarians’ roles in the protection of their users’ rights as well as safeguarding the interest of creators. Such protection provides the necessary incentives for scientific, technological and intellectual creativity. Librarians need to pay close attention to the balance between promoting the users’ right as well as creators’ right. It is concluded that it is the responsibility of librarians to protect the copyright of authors. They have to discourage library users from infringing on copyright laws. The paper offers some suggestions that will reduce the infringement on copyright to the barest minimum.

    Perceived usefulness as a correlate of extent of information and communications technologies (ICTs) use for teaching by library educators in universities in Nigeria

    Information and Communications Technologies(ICTs) integration for teaching is the application of information, communication and telecommunication technologies, equipment and hardware for instructional purposes. With ICT, a lot of information resources and software can be provided on time and with ease. The research presumed that the perception of how useful for teaching (or otherwise) the ICTs are may affect their use among library educators in Nigerian universities. To establish or refute this, descriptive survey design was adopted and the population is 293 educators engaged in 27 universities. All the educators participated in the study. Out of the 293 copies of the questionnaire distributed, 211 copies were returned of which only 208 copies were found useful giving a response rate of 72%. The scales: Extent of Use (r = 0.883) and perceived usefulness (r = 0.959) were used to collect data which was analysed using descriptive and inferential statistics to answer two research questions and test an hypothesis at 0.05 level of significance. Perceived usefulness was found to be negative. Analysis of its influence on the extent of use of ICT for teaching showed significant correlation(r = 0.174; p>0.05). This implies that the library educators perceived ICT not useful for teaching LIS courses and that the extent they will go in using ICT was dependent on how useful they perceived ICT. This may explain the low use of ICT for teaching among them. Therefore, training and support programmes should be designed to encourage a positive perception and an increase use of a wider range of ICTs for quality and effective teaching practices.

    Theoretical modelling to explain lecturers’ use of educational support systems for teaching in university based library schools in Nigeria: extending the technology acceptance model (TAM)

    This work is an attempt at theoretical modelling. The result of a search for a theoretical framework and a conceptual model to explain lecturers’ use of Educational Support Systems (ESS) for teaching in university-based library schools in Nigeria. The applicability, similarity and relevance of Theory of Reasoned Action (TRA), Theory of Planned Behaviour (TPB) and the Technology Acceptance Model (TAM) were discussed. TAM was found to be the most appropriate framework for the research based on its variables and/or constructs; hence, a research model, an adaptation of TAM was drawn and used to guide the research. Based on the findings of the research, a new model tagged Library Educators’ ESS Use Model (LEEUM) was proposed to further the frontier of knowledge, generally and in Library and Information Science, particularly.

    Types and use of educational support systems by library educators in universities in Nigeria: towards quality and effective teaching practices

    This work is a review of the different types of Educational Support Systems (ESS) useful for teaching and the various ways they can be applied for teaching. Rationales for the use of ESS for teaching in the university-based library schools in Nigeria were provided while literature relevant to the study were reviewed to relate past research studies, opinions and thoughts to the discussion. An exposition was done on the importance and benefits of these resources when applied to teaching in the library schools. Finally, the author concluded that the selection and acquisition of software and related activities will demand a high level of computer, digital and information literacies from the educators and it may require their learning and understanding, once and again, the principles of courseware design and the relevance of different applications to the instructional task at hand, in order to shift the paradigm to ESS-enabled dynamic and interactive teaching and learning environment where there will be excitement, individuality and yet collaboration.

    Factors affecting the attitude of librarians towards research in library and information science: a case study of Imo State, Nigeria

    This work is about factors affecting the attitude of librarians, especially in Imo State, to Library and Information Science (LIS) research. The purpose of the study is to determine whether the research contributions of librarians in the State in terms of published works are really significant or not; to identify' constraints to LIS research and suggest solution to the lack of research publications o f librarians in the State. The work delved on the history of LIS research in Nigeria from the colonial era till date after which relevant literatures were reviewed. Survey research method was used for the study and three research questions were formulated as a guide for the study. The target population is the total number of Librarians in academic libraries in Imo State, which is seventy five (75) in this instance. Since the population is not too large, the total population was purposively used and no sampling was required. Questionnaire was the main instrument used for data collection; hence, seventy five (75) copies of the questionnaire were given out to all the librarians in the State. Sixty (60) of the librarians participated in the research and duly filled and return their questionnaire (representing 80% rate of return). Data so collected were analyzed descriptively, while research findings were presented in tables and discussed. It was found that majority of the librarian in Imo State are not publishing. Also, among the constraints to LIS researches as perceived by the respondents are: lack of mentoring or inability to find someone to help in “breaking the ice ”; low level of author collaboration; negative altitude to quantitative techniques; terminating academic work at either 1st/ 2nd degree level that may not have been research based in the first instance; lack of time because of heavy workload and the rigidity of library procedures; lack of relevant / current library resources available where librarians are working and lack of or inadequacy of personal library of LIS books and journals. However, the study concluded and made recommendations on how the LIS research efforts of librarians in the Stale can he enhanced.

    The importance of libraries in enhancing qualitative education in Nigeria

    This paper gave an insightful discourse on the importance of libraries from a general point of view and discusses the various kinds of libraries. It highlighted the qualities of libraries and how they affect the quality of education at the primary, secondary and tertiary levels. It also discussed the reading culture as it affects libraries and quality education at all levels. Quality library personnel and library organization with respect to quality education are among issues raised and addressed in the paper. The paper further discusses new trends in library operations, such as virtual libraries and their implications in ensuring quality education in the information age. It recommended the establishment of standard libraries and suggested ways in which education policy makers and other stakeholders in the educational sector could foster quality education through libraries.
