An assessment of records management practice in selected local government councils in Ogun State, Nigeria

What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.
Institutional repositories in university libraries in Nigeria and the challenge of copyright

Copyright is a focal issue contending with the development of institutional repositories (IRs). Extant literature focused on the awareness, benefits and the various IR activities across the globe. This study investigated the issues of copyright in institutional repository in universities’ libraries in Nigeria. The study adopted the descriptive survey research design. A multistage sampling procedure was employed to sample 844 lecturers of the universities in Nigeria. Data generated were analyzed using descriptive statistics. The findings revealed that plagiarism, piracy, counterfeiting, photocopying and lack of non workable policy guiding copyright matters and its implementations are among the copy right issues hindering the deployment and sustenance of institutional repositories in Nigeria. The study advocated for adequate legal framework and a workable policy guiding copyright matters.
Records management of a typical state judiciary in Nigeria

The study is aimed at investigating the management of legal records in Nigeria with special reference to the Oyo State Judiciary. Questionnaire, interviews and direct observation methods were used for data collection. The study revealed that the state judiciary generates and receives records of various types such as case files, probate files, record books, cause books and registers. These records are in paper format. The records life-cycle concept was not applied to the management of the legal records. Also, there was no records retention and disposition schedule, the records centre operations are not performed, records appraisal was never done, and the filing system in use was alpha-numeric and chronological.
Records management practices of colleges of education in Nigeria: a study of federal college of education, Yola and college of education, Jalingo

Records are information, irrespective of the format on which they appear Records are important. Without records, an organization simply cannot function. It is in the light of this that this study examined records management practices in the studied institutions to determine their relevance and effectiveness in facilitating the implementation of the aims and objectives of the Colleges. Findings from the study revealed that the studied institutions applied the records life - cycle concept in the management of records but without putting a functional records management practices in place. The study recommended that functional records management should be implemented especially in the areas of recruiting professionally trained personnel in the management of records, improved storage facilities, automation of records and putting in place a disaster management programme as a security measure to guide against natural and man-made disaster among others.
